Just recently I got to view Paint.NET in action and I was surprised to see how many good tools it had, compared to other commercial image and photo manipulation software packages, it is quite nice for a free product.
It started development at Washington State University (http://www.wsu.edu/) as an undergraduate senior design project mentored by Microsoft, and is currently being maintained by some of the alumni that originally worked on it. Originally intended as a free replacement for the MS Paint software that comes with Windows, it has grown into a powerful yet simple tool for photo and image editing. The programming language used to create Paint.NET is C#, with a small amount of C++ for setup and shell-integration related functionality.
Since it was made using C#, it requires the .NET framework installed in order to work. You can get the recently released 2.62 version here (http://www.eecs.wsu.edu/paint.net/redirect/mirror_262_betanews.html). Or you can get a setup with .NET framework included in case you don't have it installed in this link instead (http://www.eecs.wsu.edu/paint.net/redirect/mirror_262_full_betanews.html).
